INCLUSIVE MUSIC EDUCATION: PERSPECTIVES AND PROBLEMS

 The article devoted to topic introducing inclusive education Ukrainian art institutions. historical background genesis phenomenon inclusion society presented, as well description state during Soviet totalitarianism. It noted that synthesis number components, among them relevant are: legislation (national international), background, mental features, socio-cultural context. content schools specialized music operating at conservatories also considered. Attention was drawn problems implementing such educational institutions, because just few years ago, model with its equal opportunities barrier-free access not priority even new paradigm general (and, particular, education) complex system knowledge pedagogy, medicine, psychology, necessary for integration adaptation special contingent people into society.
 One pedagogical programs working children disabilities created direct participants process teachers one regional schools, presented. document approves needs vertical-horizontal (in fact, usual simple Descartes coordinate system), level program takes account age qualification applicant (child) directly related psychophysical development applicant. main provisions, goals principles, directions implementation "Concept education" are outlined, cover entire spectrum this education.
 highlights non-institutional form art: festivals, creative competitions. entry child no less important than actual institutions.
 study uses empirical research methods: observation, synthesis, analysis.
 paper concludes (including humanization education, Ukraine's attempts join European community), required urgent solutions, situation professionally high-quality personnel institutions were psychologically unprepared work needs. That why presented indicates teaching staff prepared specific conditions primary link, basis further successful education.
